Containers cannot be placed inside another container and floating layout option was not available

I hope you got the answer above, you can raise it as a suggestion.

If nested containers and floating layouts aren't supported, you won't be able to reproduce the same dashboard layout behavior as in Tableau Desktop.

But you can consider this workaround: use the available layout/container structure and arrange the sheets sequentially rather than overlaying them. 

 Hopefully, future releases will add support for nested containers and floating objects.
